I need to markup some drawings that a septic designer has sent me for my Vermont property. I tried using Adobe Acrobat reader that I thought had some markup capability, but it came out kind of stupid and was hard to place text/edits on.

I've heard the civil/building industry seems to use BlueBeam as the markup tool of choice, but that looked kinda pricey.

I could paste the image in word/google docs or powerpoint/google slides and put other lines/edits on top and re-pdf, but that feels clunky.

Any suggestions for a cheap decent pdf editor?

I would have expected Reader to be ok. Current versions of Word may also work. They can open PDFs natively.
